‘It’s taken a crisis’ for Waterloo Region government to change approach to homelessness

The Region of Waterloo’s monumental shift to sanction at least one encampment was spurred by the realization that homelessness had reached a crisis level.

It’s estimated more than 400 people in the region are sleeping outside.

Coun. Elizabeth Clarke, who has been one of the council leads on this issue, said it was difficult to recognize that the region’s “housing first” philosophy just wasn’t working well amid the unsheltered crisis.
